This effort involves utilizing federal subsidies to mitigate costs associated with solar energy. The measure, introduced by Allentown Democratic Representative Peter Schweyer, addresses the need in communities where traditional solar panel installation is not feasible, such as areas with a high percentage of renters or historical districts. Schweyer emphasized the importance of leveraging federal grants to ensure the bill’s progress and to prevent any financial burden on non-solar consumers.

The proposal, known as House Bill 1842, also includes provisions to address potential future challenges related to the decommissioning of community solar sites. Critics, including Rep. Kathy Rapp, R-Warren, stress the importance of planning for the environmental and financial implications of disposing and reclaiming used solar panels to avoid repeating past oversights seen in the coal and natural gas sectors.
